Let’s Get Away from Gateway

We are the Get Away group – a coalition of proud Harrogate business operators and residents who are united against North Yorkshire Council’s disastrous £12 million Station Gateway scheme; a project which threatens to derail local trade and jeopardise livelihoods at a time of immense economic hardship.  

Our mission is to give a voice to those most at risk and stop the council from steamrolling over local businesses in pursuit of these harmful plans. 

What is the Gateway scheme?

North Yorkshire Council’s controversial Harrogate Station Gateway Scheme is part of the Transforming Cities Fund and is intended to ‘improve Harrogate town centre and encourage the use of public transport’.

However, there are serious concerns among local traders about the potential impact on businesses and the wider community. Around 10% of shops in the town centre are already vacant, and many fear this number will rise due to significant reductions in parking and up to two years of construction disruption.

There is also a strong consensus that the council are just driving ahead with the scheme with no clarity on what it will look like, how much it will finally cost and how it will impact the town’s businesses and people.

Originally allocated £7.9m, the budget is now set to approach £14m, if an additional £2m from the York & North Yorkshire Combined Authority is approved. It has also recently been classified as ‘high risk’ in a report from the Corporate Director of Environment North Yorkshire Council.

In response to a legal challenge, North Yorkshire Council previously decided to scale back the scope of the project in 2023, however, this scheme has not been subjected to consultation.

Now, the Council is trying to push through a new Traffic Regulation Order (TRO) to progress the project. We are calling on local business owners and residents to share their concerns and make their voices heard by objecting to the TRO before it’s too late.

Why the new TRO matters - and why you need to act

North Yorkshire Council now wants to push through a new Traffic Regulation Order (TRO) for the Station Gateway scheme – one which risks devastating local businesses at a time when they are already under immense pressure.

What does the new TRO mean for Harrogate:
  • Parking slashed by 87% on Station Parade North – dropping from 23 spaces down to just 3
  • A potential loss of up to 300 visits per day – that’s as many as 2,000 fewer customers each week
  • Takeaway customers for five restaurants left with nowhere to stop
  • Only one loading bay for 30+ businesses
  • Loading bays reduced by 75% – from four down to one along Station Parade North and Station Parade
  • Even more parking lost elsewhere along Station Parade
  • Up to two years of construction disruption during already challenging trading conditions

Why we stand against the scheme

The story so far

2019

Gateway proposals created following outcomes of a Harrogate and Knaresborough Congestion Study.

2021

1st proposal; asked for ‘feedback on the fundamental potential design options’, with a focus on Station Parade and adjoining streets.

2022 (Oct/Nov)

2nd proposal; looked at ‘further detail relating to the proposals’ and explained ‘where decisions had been made and why’.

2022 (Jul/Aug)

3rd proposal considered feedback from previous iteration and provided ‘more detail about the designs’.

2022

Council survey reveals a majority of the public feel negatively about the scheme (46%), while 44% feel positively and a further 10% are neutral or don't know how they feel.

2023

North Yorkshire Council said it would scale back its Gateway plans but have refused to open them up to public consultation.  

Feb 2025

Survey of 200 local traders reveals 91% are against the Gateway scheme – and majority doubt it will benefit the town’s economy.

Mar 2025

The latest date North Yorkshire Council can spend the funding for this project.

Apr 2025

Get Away launched judicial review challenging the lawfulness of four Traffic Regulation Orders made by North Yorkshire Council to implement the project.

Aug 2025

High Court rules in favour of North Yorkshire Council and dismisses Get Away’s judicial review.

Sept 2025

Get Away officially mounts appeal of High Court ruling, arguing the judge failed to acknowledge key legal and procedural issues.
